I wonder, does anyone have access to the cloakroom these coats are stored in at night?

I can't say that the crime rate has gone down in my local area, since the employment of these people, though I see these wardens throughout the city. There is still as much graffiti, litter and feral youth as ever. I daren't ask the council how much they cost us the taxpayer, as I think the figure would give me an apoplectic fit.
Sandwell used to be called Oldbury; basically one huge sprawl of ageing heavy and light engineering industry. All gone now of course, nothing except gentlemen like the one in your picture. I had the misfortune to have several assignments there some years ago. Arsehole of the world we called it. I think that's why they changed the name.
